No... It *tells* the vans computer how open the
throttle is so it knows how much gas to give the
engine. Your foot opens the throttle.
That is the easiest way to explain it to someone
that knows nothing about all those electronic
sensors that help todays engines run.

it was the old "Carb" motors with a "choke"
that opened when warm
I cant remember if the 89's were TBI or carb
