1997, V6, stick. When I let off the gas to shift, the RPM's seem to hang between 12-1500rpm's, then after a couple seconds, drops back to around idle (just at/under 1000rpm's).

I wouldn't think it would be the cable, but is there a relay or sensor not allowing it to go to rest? also, can the idle be slowed down a trifle?

The cable is mechanical. No relays involved. Check to be sure the cable operates smoothly in its casing at each end and the gas pedal moves freely.

I would suggest cleaning the Idle Air Control Motor and its pintle first. It's a good idea to remove the throttle body from the manifold and clean it with carb/tb cleaner and lube all the linkage pivot points with silicone spray. Clean the orifice with carb cleaner on a rag and use a toothpick or q-tip to clean the little hole in the orifice for the IAC pintle. Use a new gasket when reinstalling the TB.

Do not drop or handle the IAC roughly or you will need a new one. Clean it gently with a shop rag soaked in carb cleaner. You just want to get the black crusty stuff off of it. It will flake off in chunks if it has not been cleaned regularly in the past. If the IAC is OK I would replace the throttle position sensor.

You can't slow down the idle, it's regulated by the PCM. Try these few things first and see if it helps.

If you're running your defroster, the A/C compressor is on, and the PCM delays the return to idle slightly - although 2 seconds sounds like a lot. But if you had the defroster on, try running without it to see if there is a change.

The last couple days it's been revving up to around 1800-2000 rpm's then settling down, I would hold in the clutch and it will rev up.

A bad IAC would cause a rough idle and stall condition. In this case I would suspect the Throttle Position Sensor.
