Subject: High NOx emmision at 15 MPH IP: Logged
Message: Hey all,
I recently moved to California from Arizona. The laws are different here so my car needs to be registered, weighed, and emission tested. I own and love my 1999 3.9L V6 but it keeps failing with high NO at 15MPH.
Test 1: Baseline
HC ppm
15 mph: 51/12/pass
25 mph: 25/6/pass
CO %
15 mph: 0.65/0.01/pass
25 mph: 0.79/0.01/pass
NO ppm
15 mph: 512/2021/fail
25 mph: 765/494/pass
Test 2: Running on higher octane
HC ppm
15 mph: 51/8/pass
25 mph: 25/5/pass
CO %
15 mph: 0.65/0.01/pass
25 mph: 0.79/0.01/pass
NO ppm
15 mph: 512/2162/fail
25 mph: 765/701/pass
The fact that I pass at 25MPH leads me to believe there is an electrical problem with the emission system. I'm thinking of replacing the O2 sensor but at $50 a test this could get expensive if it doesn't work. Any help or advice will be greatly appreciated! Thank you!

Message: I wouldn't worry about it. If the overall score is high enough for you to pass then save your money on something else.
Man,
I guess I don't know how lucky I am living in the Tennessee. Don't have to worry about Emission test nor even or there laws saying you can't paint you house purple (at least not yet).

Unfortunately, if one test fails you don't pass and you don't get to register your car. It's an all or nothing kind of a thing. :(
You are very lucky! In Arizona, emission testing for my truck required testing the gas cap haha.
P.S. On a side note, I can't believe I spelled emission "emmision". Ugh!

Message: The O2 sensor affects HC emissions most, and if it were bad, you would have failed that. So I would not touch it. NOx emissions usually fail due to advanced ignition timing (did you do the CPS mod?), engine too warm (missing fins on radiator, clogged system, thermostat sticking shut), excessive carbon buildup in the cylinders. You don't have an EGR valve on that vintage engine, so that can't be the cause. It's also possible that the 3-way catalyst has failed.

Bob - It looks like are correct. I ran some voltage tests and the O2 sensors checks out. Thank you for also confirming that my engine does not have an EGR valve. It's hard to convince my friends that my EGR valve wasn't my problem haha. I did not do the CPS mod. I think testing the cat and cleaning the carbon buildup is beyond my basic mechanic skills. I think it's time I have it looked at next week. I'll follow up with what I find out. :)
As far as moving to Colorado goes, that sounds like an awesome idea just about now. Good skiing, cheap housing, and decent tech jobs that a geek like me could survive in. :)

Message: Check the condition of your radiator fins. On my car, they were rotting away, so that half were gone. The car ran only a tiny bit hotter, but it failed NOx emissions until I changed out the radiator, then it passed. It doesn't have to run a whole lot hotter to fail.
+1 on Colorado. Been there many times, love it.

Status update:
Thank you all for your help again! Took it to a local mechanic and after he replaced the cat it passed smog. It dropped the NO level at 15MPH down from 2161 to 400. $350 for a California legal cat just so I can drive here! Time to start looking at places in CO ;)

Message: Lol I don’t get why people respond if they don’t know 💩 about
smog and more why bring up stupid stuff like Liberal comments.
HIGH NOX is always caused due to a lean condition, it’s possible
you have a vacuum leak or exhaust leak before the Catalytic
Converter, another possibility is cooling system isn’t working
probably. Good luck let me know what you find. 👍🏽🤞🏽
