Subject: brakes and steering knuckle

I have a 98 Dakota 4x4 5.2L that the last few times I've replaced the front brakes I've noticed uneven wear. The inner pads wear down to nothing and the outers seem almost new. The wear indicators never come close to rotor so the only way I know to replace the pads is when the inners start grinding my rotors up. The brakes work ok unless I stomp the pedal down, I cannot get them to lock. The pedal is hard but the pads don't grab. I have tried several types of pads with the same result. The last time I did the brake's I noticed that where the pads slide along the knuckle, the outer pads on both sides have worn grooves in the knuckle. I think the outers are getting stuck in the grooves and only the inners are actually contacting the rotor when I brake. I couldn't find any info on TSB's or recalls. Any info would be appriciated.
