Is there a difference between California and other states emissions systems on my 98 Dakota, or is the equipment the same for all states?

Typically, it's the engine computer (pcm) that is calibrated differently. The hardware like the cat, etc are the same. As things have gotten more intricate, there's always a chance something will be different somehow, but historically, it's the computer.

And on some years it's also exhaust system configration.
Some have exhaust merging into one catalytic converter, some have a converter on each exhaust tube before they merge, and some have a third converter after the merge.
