I've help install a 96 dash in an 88, so yeah, it can be done. We just had to install the airbag bracket a little lower. I don't believe there were airbags in 90/91, but my buddy wanted the airbag steering column, so we installed the whole system.
If it doesn't fit, force it. If it breaks...well...it needed to be replaced anyway.
