Subject: rust repair on rear quarters

How do you get to the inside of the rear fenders above the inner well? I have rust spots that start out as bubbles in the paint (usually filled with moisture) that erupt into bare metal. I can't figure out how to get to the back side of the fender where the rust is most likely starting from. I want to stop the rust on this otherwise decent truck!!!

Unless there are holes all the way thru =
Not coming from backside..
More likely - poor paint , scratches or similar
letting moisture get access.
Need to totally get rid of all rust -down to
shiny metal before applying primer and paint.
Not sure of availability near you , but there is
a [ special solution ] , can't remember if
boric acid , or phosphoric acid to
"clean" the rust which you can't quite get to
before 'cleansing' and applying good primer..
