 Subject: Modifying a Dakota-in New Mexico

Rather than spend big bucks for phone calls or half a day navigating web sites, I'm coming to the source of fast answers...here.

In New Mexico, is it possible to legally modify a Dakota? Put a Cummins in it, for example.
Can't do it here, in Caleefornia.
