I have a 98 3.9 V6 CC.......i dont want to spend a ton of money on a fastman or f & B throttle body. I also dont want to spend time or money trying to reconnect the throttle cable from a stock v8 throttle body. I have decided to try mine myself. I have a good dremel tool and about any attactchment you could want.
So my question is ...

How exactly do you do it?
Are there instructions somewhere?
Or has anyone done it themselves?

does modifying the part that holds the hat on help...i notice it covers the ports...should i dremel that smaller as well if i am going to port and polish them?

If you search, you can find some pictures to guide you.
One guy on here used a 2 inch flapper wheel to enlarge the bore.

Yep, as for the "air hat" fastener, that it out, and use a piece of all-thread and bend it twice to adapt. The size you need is 1/4-20 about 4-6 inches long.

If it doesn't fit, force it. If it breaks...well...it needed to be replaced anyway.
