It means they are bad writers!
Actually, the author of the text is copying some text exactly word-for-word and the original was misspelled or the original phrasing was incorrect. It's used to indicate that the writer knows of the misspelling and/or incorrect phrasing but leaves them because the orignal was wrong and to indicate the errors are not due to transcription errors.
