Message: It is a hydraulic roller tappet/lifter.
Try Autozone. They list a complete set for a V8 (which is the same part) from Edelbrock for $120.

Message: so they will work in the 3.9, the reason i need them is b/c they( i think the lifters) make a loud powpowpowpow noise when i fire the truck up and then in like 15 secs it quiets down, is that the lifters?

Message: I've never worn out a set of lifters by themselves. Strock lifters are pretty sturdy, especially the rollers. They last a lot longer than other engine parts. However, that kind of noise is often associated with lifter bleed down. If the lifters make a lot of noise when hot, then they are probably bad. If only at start up, probably not.
My thought is that lifters are not your problem. There are probably some significant other issues to be conerned about. Major issues.
Before turning a single bolt, do this. Change the oil to 5W-30. That will help the cold oil get up to the lifters quicker. I use 5W-30 in my truck year round. I never have a problem with oil pressure.
Also, add a can of Slick-50. I know, I know. Snake oil. It doesn't do what they say it does, and we all know it. But I've used it just for this kind of thing with excellent results. What have you got to lose?
If those two simple things fix the noise, press on and don't worry about it. If not, you should consider an overhaul or trading it in.

Message: This is something i've been debating about doing. I have a clatter and it goes up with engin rpm's. it's not the timing chain i've already put a new one on. It's too cold to do anythign right now. thinkin later this spring would take a vacation and replace them.
Does anybody have any suggestion that it might be something else? the noise can be heard on both sides of the engine I can't pinpoint it but you can hear it around the intake ect. it's possible it's the fuel injectors but I've replaced those aswell with a set of those ford ones.

Message: Take a piece of radiator hose hold one end to the valve cover other end to your ear while the engine is running. This will eliminate background noise and allow you to hear what is going on on the valve train if you hear your noise that is where your problem is. Also if you take the valve cover off after the engine is cool try and move the rocker and pushrods up and down this will tell you if a lifter has collapsed (gross movement). Beware if you have a collapsed lifter you may have worn a lobe on the cam and need to replace that also. No easy solution just tear it apart.
