Same reason why some of the older Daks don't have them either. Technical Acronym = FM (Freekin' Mystery).
On my '97, the rev-limiter is supposed to come on at 5200rpm...but the MSD box has to kick in at 5500rpm to prevent over-revving the engine. (Go figure)
