The wires going to the pump are hard to get to but if that's what you want to do under right side door on frame you have to open up plastic casement and most trucks in the 90s its the DG/BL wire 12+. Easier would be to break the DB/YL wire coming from your (PCM) power control module pin number 51. That controls ground to the pump relay and the ASD relay (Auto Shut Down) relay.

The black wires are going to a ground splice behind the rear axel in the wire wrapping.
Sound like either connection in wire harness on firewall corroded (16 terminal black harness) or if it starts and stops then it could be distributor sensor. pcm allows pumping for a few seconds when key is turned on but not if engine doesn't start turning or if pcm doesn't sense turning.

Message: Taking the bed off is a lot easier than dropping the tank to me. And it takes less time than dropping the tank will require.
I replaced the stock pump in the tank of my 94 model Dakota with a 190 liter per hour pump for a Ford. That pump was a little shorter than the stock pump so I drilled 3 holes in the assembly so I could reattach the cage to hold it in place.

Message: Just did my 92. Somebody put an inline pump in when the first one failed. I never knew it until it started humming real loud. All they did was splice it in the original line behind the filter and it seemed to work fine the first 2 years I owned the truck. I decided to do it right this time, though. About 2 hours and $164 for the assembly. The 4" bolts were also the worst part for me.

Message: 93 Dakota Sport. Power at pump tests at 1VDC/5mA.
My idea is to reroute power to the pump.
Needed: Voltage supply to pump, and, is the pump in an "Always on" position.
Risks: if "some" sensor or relay is the cause for no voltage. Insight on the SMECC is appreciated.
