Can someone tell me when the RTs began production and what was the final year of production? When did they swap from the 5.9 to 5.8? What are the primary differences in the engines?

1998-2003 Always had a 5.9. Only engine ever available for the
R/T.

The closest size to the 5.9 is the new 5.7 which is not available in the new dakota (bastards!)
