I bought a HID kit and am having problems installing the set up. You would think it would be easy. Just find out which of the 3 wires is ground, low beam and high beam. Well we tested the 3 wires and found that the headlights are wired in a positive ground setup. This mean the ground has power until you turn the headlights on, then the power is switched to low beam and the ground actually turns into a ground. Does anyone have any info on how to isolate this without rewiring the headlights? My truck is a 00 Dakota 4.7.

This seems to be the case in D-C vehicles. And it's not just the headlights, either.
12 volts is present at all times, and when you turn on the headlights, the ground wire is then grounded by the headlight relay, causing the headlights to light up.
In other words, it's the GROUND that's interrupted, instead of the 12 volt supply.
That's why you see 12 volts on the ground wire unless the headlights are on. It's NORMAL.

HID kit instructions should address this, if the kit is specific to your vehicle. If no mention is made, you can:
1. Assume it will work when connected per kit instructions
-or-
2. Contact HID kit manufacturer for specific hookup details for your vehicle wiring.

Unfortunalty there were no instructions and the kit isn't vehicle specific. I am making attempts to contact the person I purchased the kit from.

The HID kit has 2 wires, positive and ground. I tired hooking up the ground to the ground and the positive to the low beam wire. The ballast was clicking, but would not ignite the light fully.

You should be careful most of the HID 'conversion kits' are under recall by NHTSA and are illegal in the US.
