I am a little confused about what is supposed to be a 4 speed tranny in my R/T.
The option codes list: DGB 4 Speed Auto
DGT 4 Speed
DHA Torque Lock
I interprete this to mean that I have a 4 speed automatic transmition w/overdrive and/or lock up torque converter.
Now. When I turn the O/D off I count only 2 shift points. From 1st to 2nd to 3rd. If I engage the O/D I hit what seems to be a 4th gear but I consider this to be O/D.
The old school interpretation of this pattern is a 3 speed w/overdrive.
Am I missing something? This is something that has bothered me since I got this truck.
Am I missing a gear? Shouldn't my truck shift 1st - 2nd - 3rd - 4th. Then lock-up or 1:1?

Yes, but it may be so smooth that you don't hear or feel the lockup. I have a tachometer, and unless I'm really into the throttle, the lockup engages and drops it by 200 RPM silently and with almost no discernable shift.
BTW, I assume you mean 1:1 to mean between the engine and the output side of the torque converter. O/D ratio in these trucks is 0.69:1.

Also, with O/D off, the torque converter will still lock up in 3rd.

Yes, that is what I mean by 1:1.
Is it possible for the torque converter to lock and unlock when the truck hits a rough patch of road? Causing a jerking sensation.

I suppose it could if you have a loose plug on the tranny case; or it if startled you and you punched the gas slightly, it could unlock and then lock as you let up. Under some conditions the slightest touch to the throttle will unlock it.

All the mopar 4 speeds lock out in 3rd. I've got a 46 RE tranny (same as yours Jimmer) and it shifts rough as hell when shifting to 3rd than goes into 4th smoothly.
