This person has no clue how cats work. Modern vehicles when working properly produce almost no pollution excluding CO2. It is not uncommon to measure 0ppm HC OR 0 ppm CO.
The big gains he should see are in mpg if he can builb and tune the engine correctly.
Why not just make a system where you have exhaust bypasses? Run the normal exhaust when cruising and uncapped when racing?

Message: The LEV sticker only means is produces less emissions than the federal MINIMUM standard for the year that vehicle was produced. it could be 1ppm or 1000ppm less and still get a LEV sticker. That is a mute point.
There are more pollutants in emissions than C02. There are less pollutants today in the atmospher than 100 years ago. However, the pollutants today are more dangerous.

Message: Good point jjj- Cats really do clean up exhaust significantly. But to work best, they need to be hot - that's why you don't see cutoffs between them and the engine, spilling exhaust gasses there would dry rot essential rubber parts close to the motor. Good to see someone using their head for something other than a hat rack. ;-)

Message: True there are other pollutants, such as sulfur dioxide and oxides of nitrates. However many cats today are 3 way cats and they keep down the sulfur dioxides.
There may be 4 ways, I am not sure. Most use lower combustion temps to control oxides of nitrogen.
True on the cutouts, unless you add an extension to them. One that is the right length for the desired torque curve :) The point on cutouts aren't for cat efficiency (since they are bypassed, but I take it you know that), but rather you could not pollute when cruising yet have that couple of HP when racing.
However I think a true dual exhaust setup with 3" high flow cats would be hard to beat and still meet emmissions.
Point is though with a truck that has precats, you either have to change the program, rewire to a PCM that doesn't have precats, OR use O2 simulators to fool the PCM. Those are your options, since if the PCM expects to see the precats functioning and they don't it will go into limp in.

Message: I have the single cat on my '03. Some day I want to make duals. I am going to use dual high flow cats and just wire the O2 sensors on one bank. I assume that should be fine with the PCM.
Funny thing about the CO emmisions. I've started a vehicle a few times to test my hand held Fluke CO detector. Sometimes I don't get any signal from a warmed up vehicle. But I do if I start up a cold one, especially a Chevy.

Message: It will work that way, but it won't be ideal since the O2's aren't seeing the whole picture. Not sure how much of a difference that would make though.
That is normal (to read CO) on a cold engine, they run pig rich at first :)

Message: Here's what's sparking my curiousity... why is it legal for people to smoke cigarettes which has already been proven to reduce your lifespan and secondhand smoke has been proven to be even more dangerous (which in a sense is kind of like murder)...yet people flip out about emissions from a vehicle? No offense to you Bob...I would prefer to be breathing clean air myself, but it seems kind of hypocritical in a sense.

Message: Not at all. It's illegal to smoke in any public building in MA, where it can harm others. But you can light up in your house and kill yourself to your heart's content.
I'm a libertarian, which means that your rights end where mine begin. When your actions hurt the quality of life of others, that's where restraints are in order. Up to that, suck it down. I've taken people to the hospital who were so desperate to smoke, they were smoking through their neck stomas even after calling the rescue. That's a sight ya gotta love.
