right now, on my exhaust system, i do not have tail pipes, just dumps. i have about 12"s of pipe after the muffler.
now my question that will that pass inspection and emission here in PA?

No. The vehicle code states something along the lines of the exhaust exiting the perimeter of the vehicle behind the passenger compartment. If you want the exact code, you can look it up at any local library. Then again, I ran my Ranger with the exhaust dumped right at the back of the cab, about an inch behind the muffler and never had a problem with inspection or anything else. Hope this helps.
