On the steering rack, are the 2 bolts holding the rack to the crossmember threaded into regular nuts up inside the crossmember or are they "captive"? My son's truck has a rattle and the rack seems to be loose....I can't seem to turn the bolts..(I was going to try and put some washers under the bolt heads to get the bolts tighter)
Any ideas? Thanks in advance.

sounds like you need to remove the bolts, find and fix the problem, then bolt it back up properly. just sticking washers in to tighten it will only band-aid the problem.
