Subject: fuel pump prob

i have a 98 dakota 4-cyl that has me stumped. we thought the fuel pump crapped out, so we got another one, and it didnt fix the problem. the pump isnt getting power. we checked all of the relays and fuses and everything looks good. also, the volt meter is only reading 8 volts, but i put my meter on it and it is reading ~14. any help or advice would be greatly appreciated. thanks.

Message:
Run a jumper wire directly from the battery to the fuel pump. If the pump runs, then you'll have trace the + side of the circuit until you find the problem.

If the pump doesn't run, then you have to trace the Neg side of the circuit. Bad grounds have caused more problems in cars than you can imagine.

we already ran power to the fuel pump and it worked. now we are thinking it is the powertrain control module because the relay isnt being activated or whatever. when you turn the wipers on, the wiper relay clicks (you can feel it), but when you turn the ignition on, the fuel pump relay doesnt click. what do ya'll think? is it the pcm?

It's either the PCM, or the fuel pump relay.

When you turn the key, does the relay get a signal?

If you hot wire the relay, does the pump run?
