 Subject: Dash Dims - Instruments don't work

I have a 1996 V6 Extended Cab Dodge Dakota. Periodically when I turn the headlights on, the lights in the dash cluster go off. Additionally when the lights go off, I have the bright light warning light on, both turn signal lights are on, and the instruments either quit registering or go all wild on me. If I turn the Light switch to dim or go bright I will normally get back the function of the instruments, but the dash lights do not come on. Also I get the two different warning buzzers when the key is in the ignition and the door is open, and still get a warning buzzer when the vehicle is running and the door is open.
Any help would be appreciated.
