Subject: Turndown Tip illegal
IP: Logged

Message:
A muffler shop wouldn't weld a turndown tip and hanger for me because it was illegal. They said an exhaust must exit to the outside of the body of the vehicle. This was in PA...is this really illegal? I am moving to MA soon too, my cat back pipe has rusted out and would like to put a simple turndown tip in place. Thanks

Why not go to your state's DMV website and look it up. Make that muffler shop show you where it says this in black and white. Go to another shop and see if they will do it.

No, I go to college here...I'm leaving for MA this week because I graduated. The reason I'm concerned is because the exhaust/emissions laws here in PA are very lenient. Massachusetts laws are strict. If something isn't legal here, the chances are it won't be legal in MA...for example I had a dynomax super turbo cat back and the Dodge dealership failed the inspection because it was too loud in MA (wasn't loud at all in my opinion. I've been running a 40 series flowmaster cat back since and gone to a different inspection station without any problems. I am probably going to run the turndown tip anyways for the time being. Right now, my pipe has a huge leak right after the muffler (that is the reason I'm looking for a turndown) and it doesn't sound all that bad, so I'm assuming a turndown will make it sound good for cheap until I find some money for a complete system. Thanks

I lived in PA for one-year and then I moved. It seemed that every
time I turned around my truck was illegal.

I'm glad I moved back to Georgia !

Turned down tips are illegal due to the emission laws during a state inspection, the inspector must have easy access to the tailpipe to hookup the exhaust analyzer.
A hole in the muffler or in the pipes will fail you.

yeah, i realize the hole in the pipe will fail...I have until Nov. until my next inspection, so I figure I can go with a turndown for now...So, we're still getting mixed opinions....illegal or not illegal...i tried the registry of motor vehicles website and there is nothing about it. I shot them an email but I doubt they will respond.

They are illegal in PA for inspection. You can not get a ticket for it. It just won't pass inspection. I have one on mine, but my mechanic doesn't care. I've known him for about 7 years now, he will let it slide for me.

I'm in MA, and that used to be OK; but laws may have changed. Exhausts used to have to just exit past the last openable window in a vehicle and many were commonly set up like what you want. Personally I like to see it clear the vehicle just because exhaust gas is so corrosive. If it has become illegal, you'll find the same thing here that JFH has found - some places are more lenient than others. OBDii vehicles are not usually sniffed here in MA if yours is new enough to be OBDii.

OK...I have clarification, the debate is over for MA. The RMV actually emailed me back. Here is the email:

Are turndown tips on exhaust systems illegal? A turndown tip is an
exhaust tip that is directly connected to the muffler and pointed
downward. Thanks.

Reply from RMV:
>>No they are fine !!!

Yeah, I'm OBDII...I guess they use those ports now. I know they used to put the sniffer in the tailpipe. That's nice, so as long as the truck isn't throwing any codes I should be good.

Turndowns aren't typically illegal if they dont dump under the passenger compartment. the issue is, that those ford and chevy boys with their camaros and mustangs slam on a turndown, and it's sitting in a spot where it tends to leak exhaust into the car. (no wonder they have 'issues' they're breathingtheir own exhaust fumes!) but on a truck, a turn down drops under thebed, no way it can get into the compartment. I dunno about PA laws, but I had a turn down on my 01 R/T in Atlanta, where EPA laws are pretty stiff. I know live in an EPA free (THANK YOU!!) state, in Miami. I can DO whatever I want, as long as black smoke ain't pouring out the back.

good luck, but I thinnk you could fight it.... Plus, Flowmaster sells a turndown exhaust that bolts up, you could run that yourself, and then bolt up your stock piece for inspections....

PA inspection does NOT allow it! As I said, some shops don't care, but the law states that the exhuast must exit outside the vehicle body. Not sure why the law is there, probrally for the emissions test, they need to stick something in the tailpipe. Just find a shop that doesn't care, and you'll be fine.

Does anybody know if there is such a thing as a 2.5" O.D. turndown tip. I have been looking everywhere but they are all 2.5" I.D. I need the tip to fit inside the 2.5" flowmaster muffler. I have also looked for adapters, but can't seem to find a 2.5" O.D. to 2.5" O.D. Thanks

I have a Gibson turndown tip on my Dakota, no problems. What's PA think about Dodge Durangos then? Their factory tips are turndown, just not to the extent of aftermarket ones. But still...

I believe the Dodge Durangos are 'turned down' at the rear bumper. The turn-downs others are speaking of are right behind the muffler, under the vehicle. I looked this up about four years ago and the PA law stated something to the effect of 'the exhaust must exit behind the passenger compartment and must clear the bodyline of the vehicle'. Hope this helps.
