i connected my 99 dakota gas tank and the where the fuel line clips into the fuel tank it is leaking ... does anyone know if there is suppose to be a rubber O ring in the fitting...?

Looking at my manual there is no mention or diagram of O-rings anywhere on the fuel connection lines. Just quick connect fittings or clamps or snap rings.
