Message: No ... they aren't illegal ... put them all over your car .. inside and out. Disclaimer -- I am not law enforcement, nor am I a licensed vehicle inspector, nor do I have any clue about the laws concerning neon lights, nor am I taking any responsibility for the outcome of my advice ... but, please ... plaster your car with neon lights.
On a less serious note -- my advice would be to go to http://www.dmv.state.pa.us/contact_us/index.shtml ... and call or send an e-mail requesting a PA vehicle inspections manual. I did this a couple years ago, and was amazed at how much stuff I saw every day that was outright illegal in PA. A lot of the laws have no good reason behind them ... just job security for the jag-offs making the laws. Good luck -- happy surfing.

Message: Bp, how long have you lived in Pa? Don't you know that EVERYTHING is illegal in Pa. The state inspection system is just a welfare program for auto repair shops and car dealers.

Message: Sadly, my brother is a big time ricer here in Michigan. The cops nailed him twice for having his neons on while driving. They even busted him for having a neon liscence plate frame.
THough I think neons are stupid looking, I say do whatever you want to your truck that looks good to you. Dont' go by what other people think.

Message: I hate to say it, but 90% of that Ricer light up crap is NOT D.O.T. approved. It is for "show use only". Therefor illegal to use on your car. Anybody who studied for a learners permit would know there is limitations to the stock colors of lights allowed and where.
But more and more morons install that sh*t, including SMALL non reflective tail lights (wow, wouldn't those be important to see?") just because it is a FAD.
Stupid in my book. Oh yeah. You can see some of my book on Ricers HERE!

Message: They are illegal to have on while driving. The bulbs must be completely hidden, (tucked in behind the frame) aS long as they are hidden and you are only using them when you are parked, you will be fine. Neon license plate frames are illegal (they are exposed). I am not sure about having them inside your truck. I think if they are down out of view then they would be alright, below the windshield/side window/rear window. and for the record, my friend had a green ram with neons tucked up underneath the frame and it looked damn cool sitting in the middle of the parking lot.

Message: I heard recently that all are legal in the State of PA. The law says basically that they are legal as long as they are not a distraction. Now that is the problem, what is distracting and so on. I have Neon under the seats of my Subaru WRX STi. I don't care what any of you say, it looks good to have a matching red pulsing glow. The old law was if the police can see the neon you could be pulled over for it. Now supposedly all is legal. I'm still looking into it though.

Message: I live in central PA, some of my family are on the police force. They said that your can have Neons as long as they are only used on private roads parking lots or when your vehicle is stopped. and depending on how well you are liked in town small town are ok too. So I say do it up

Message: Everyone saying "RICER" either drives a BMW and
gotta fix it up every week, had their daddy buy
them their car or is a ricer themself.
There is tasteful underglow for sure! The bulbs
should be out of site and they cannot be on while
driving, but at meets or shows, you can have them
on. Motorcycles and other bikes are the only
vehicles allowed accessory rights while driving in
PA (to my knowledge)
There are cars that underglow ruins, but 90s and
early 2000s cars that are cleaned up rock the
lights. If you think 45 degree camber is cool or
practical nobody cares what you think about
lights.

show up with the last gas-powered cars and want it
to stick out even more***
