Message: Its more then likely the fuel sending unit located on the fuel pump in the gas tank.
I had the same trouble with mine and ended up replacing the whole pump which I think you have to do since they are all one piece. Never had any trouble with mine since then.

Message: if its a 97 - 04 model its most likely the fuel sending unit. this is part of the fuel pump/regulator/sending unit/relief valve/filter assembly located in the gas tank.
unfortunately the only way to fix it is to remove the gas tank and replace the entire assembly. the assembly itself is quite expensive. i paid over $400 for mine last year.
if you can live without the fuel gauge so much the better. be aware that the fuel pumps & regulators fail pretty regularly. mine only lasted 60K miles. i've found that this is a common problem with both the current generation dakotas as well as the previous generation. it appears to afflict all of the fuel injected dakotas.

Message: He probably paid for somebody else to install it. Labor is expensive and dropping a fuel tank isn't a quick job.
