if it won't engage or disengega it's defective. The factory test method is really complicated. Just yank it and replace it if you're concerned. Many peeps just take them off. If you have a/c the electric fan picks up the slack.
Just replace it if you're that worried. If it won't disengage (makes a constant loud roaring sound) it will kill your fuel economy.
