I have the 98 v6 3.9 and i want duals but im worried about the delta flow not being loud enough
40 series that is. should i go with the 40 delta or the 40 non delta??????

Delta flow will be loud enough. If you want loud, get a glasspack, if you want performance, get the flowmaster.

If you want loud, you can always opt for the single chamber...waaaaaaaay too loud for the neighbors at night though. ;)
