Message: Tires: You can go one size bigger in diameter without issue. A 65 series tire is shorter than a 70 series for the same width.
Be carefull about going wider in the front. It increases steering effort, puts more strain on steering mechanism, creats more drag, and may not create any advantages. There's lots of room for wider tires in the back, but you do increase drag.
Increasing tire diameter will increase your final drive ratio (FDR). If things are pretty marginal now - like a 3.25 gear - then you will really notice it. If you have the optional 3.92 gear, you probably won't notice a slightly increased tire diameter.
There are a lot of tire size calculators around, but here's one: http://www.miata.net/garage/tirecalc.html
Shocks: I think Rancho gives you about the best bang for the buck. I have RS 5000's on my '91 QC 5.9 4x4 and I really like them. Summit Racing has sales on these every now and then, so keep a sharp eye out. There are probably better shocks available - like Edelbrock IAS or Bilstein - but the generall cost quite a bit more.
