I think that they left out an important instruction about the parking brake maybe? Or was that leave truck in neutral to better adjust position to get persoal water craft out of vehicle.

Seen it happen in the Sacto Delta too. We call it Natural Selection (Darwinism). Boat ramps are steep and like your (local street, girlfriend, wife, sist..., moth... you get the point), slippery when wet - especially if it's metal, algae grown or worse, mud.
Parking brake or A/T Park locks the rear wheels which are in the water and on ???? mud, metal grate, slippery concrete. Next thing you know, U-Boat!
There's a place called Del's in Byron with a narrow, steep 2 laner with a kink at the top. They have bleacher seats. I saw a couple of Japanese U-Boats there. Single occupant Toys with a gnat (PWC) in the bed - they push the envelope by going deep into the ramp. It actually really sucks cause you can't get your boat out!! They float away, then sink.
1. If you are not familiar with the ramp, or if it's steep, put it in 4wd before you back down so if you get in trouble, you've got max traction available.
2. If you are flying solo, know what you are doing. They make it look easy. I've seen solo launches and recoveries of 28 Footers look like a walk in the park.
3. If you launch your gnat, I mean PWC out the back of an SUV, you deserve what you get. Note to SUV owner: It's not a 2wd pick-up with a long, low overhang.
4. Go over and know your responsibilities. "Hooper drives the boat"
4. Always bring a camera!!!
