Subject: Relays for trailer towing?

I just bought a used '97 Dakota 3.9 4wd with the intention of using it for the lawn care business I plan to start next year. The truck has a receiver hitch and the wiring harness already installed. I'm not sure if it has the factory towing package but the wiring harness for the trailer plugs directly into the vehicle wiring harness. The truck side has the 7 pin flat(RV I think) style connector but my trailer is a four pin flat. I got a Hoppy 7 to 4 adapter but the trailer lights don't work at all. The power box in the engine compartment has a space for three trailer relays. Could this be the problem? The fuses are all okay. If I need the relays how much do they generally cost. Thanks very much.
