 Subject: Fog Light Bulbs

I have a '99 Dakota R/T ClubCab. Heres the problem, I purchased new fog light bulbs(not the whole assembly just bulbs) and they were the right factory number and all. I unplugged the OEM fog bulbs out and plugged the new ones in (NYKON Crystal White)and the bulbs did not work, so i figured they wernt the right ones even though they were an exact match. So anyways I put the stock fog bulbs back and and sure enough they DON'T work either. I checked both fuse boxes (under hood and inside truck) and they all seem fine, I used a test light on all of them. Heres the real head scratcher that baffles me, I tested the actual plug that the fog light bulbs plug into, and the ground wire has power! Why is this? It baffles me, and all because I unplugged and plugged new foglights in. Appreciate any tips, comments etc.
