Mine does too, I just put a 94 5.9L in my 92 Dak, and it whistles too. I think I read somewhere that the IAS sensor may be dirty with carbon. I also have port and polished heads and race valve springs so that maybe why mine is whistling.

Or you could try looking for a vacuum leak. Like one of your Vacuum lines has a crack or is not plugged in all the way.
