I don`t think you can buy them already painted , but you can get them in a black primer that is paintable.
I have one that had a few scratches in it , that I repaired and re-primed with PPG 2 part primer if anyone is interested. It doesn`t have holes for the fog lamps though. I think you could cut the holes out , but on some models the fog lamp brackets are part of the valance itself.

Those are selling on Ebay for under $50. Been there for weeks. He'll also do one with fog lamp holes. I wondered if you could buy them painted. Guess not.
