On my 03 dakota, I have a bar behind the rear bumper, that looks like some kind of vibration bar. It moves when you push on it. anyone no what it is?

Don`t think that`s what he`s talking about. You`re reg. cab truck doesn`t have it. It`s some kind of vibration dampner or something , because of the short bed on the QCs.
My previous 99 CC didn`t have one , but my 02 QC does.
