 Subject: Speedo calibration question

Hi all,
Here's the question. I have the sport suspension plus package P255/65R-16 tires. If I decide to change to 17" R/T wheels & P255/55R-17 or similar diameter 18" tires/wheel combo, could you recalibrate the speedo by using OBDII diagnostic tools or any other electronic device or is the speedo calibrated mechanically? Thanks in advance.
