 Subject: Fuel pump?

Hi all:
I bought a 2003 Dakota 2 months ago & about two weeks after I got it, it developed a high pitched whistle. The whistle appears to becoming from behind the driver's side, under the bed. I've listened closely & it seems to becoming from somewhere near the gas tank. Would the fuel pump whine like this? I've checked to see if the gas cap was on tight & when I readjusted the gas cap, the whistle went away for a couple of days, then came back. Also, today, as I was sitting at an intersection, I turned on my directional signal & the whistle kept time with the turn signal.
Anyone have this whistle on their Daks? Any ideas on what the hell is causing that annoying whistle?
