I'VE GOT A '99 SPORT REG. CAB 4X4 WITH THE 31X10.5 ON IT. COULD I FIT 32'S ON IT?WHAT IF I DID A 3" BODY LIFT WOULD 33'S FIT?

Yes 32x11.50s will fit. Depending on the wheels and the type of tire you use, you might have some minor rubbing. And yes, to fit 33x12.50s you will need a 3" lift.
