It would not be ' welded on ' .
Maybe tight to start with and corrosion/rust .
But using proper size and quality of wrench
you should be able to unscrew it..
Although , what code are you getting that you want to mess with it ?
Is maybe the cat need replace ?

You probably already know this, but make sure the vehicle is warmed up before trying to remove the old sensor. When cold, the metal contracts and removing the sensor is almost impossible.
