Message: It's not easily done, but if the problem persists, check the governor pressure sensor in the transmission if you have an automatic. IF it does not read 0.0 to 5.0 volts correctly when actuated, then it is faulty and directly causes this RPM problem. It is most noticeable when you take off usually, kind of like you have your foot on the brake and the gas pedal at the same time. Usually, an ECM code will be set when it gets real noticiable.

Message: 99 V6 cc auto
Just had a tranny problem, when cruising @ 60-80 mph, the rpm's would quickly rise 200-300 rpm's.
It was as though it was trying to unlock the convertor or start to down shift and then go back to "normal', all in 2 seconds.
It was only happening with cruise control engaged.
Turned out to be the TPS (throttle position sensor), For $72.20 OTD (cost of just the new sensor) I had it on in 15 minutes and it runs like new.
