I did exactly that same thing on my 03, it had the spot for them but they weren't cut out. I had to fabricate mountings for them but that was pretty simple.
I picked up pilot PL-119B, they come with an "okay" mounting kit, wiring harness, relay and switch. All of it hooked right up and worked perfectly.
I would highly suggest getting a 4" hole saw (basically a drill bit with a round saw on the end, about 19 bucks at home depot) to do the cutting. It will make life very simple.
After cutting out the holes, remove the (in my case two bolts) holding the bumper / valance in place and drop it down.
Now you need to either use the mounts that come with the fog lights or fabricate your own. Either way you'll probably have to drill into the frame and bolt them down.
