ummm stupid me i was trying to test the volatge with the key on engine off with my digitagal volt thingy and i kinda unhooked the plug and got checkengine light and uhhhhh dont knoe how to check voltage with clip on
also what am i measureing it in DC volts right?

Just poke the "+" lead from your DVM (set for DC) into the middle hole on the backside of the TPS sensor connector (while it's connected to the actual TPS sensor).

take two paper clips unbend one end and carefully insert the ends into the connector, then connect your test leads to the paper clips.
