im looking for some info, what type of dual exaust is on your 3.9 dakota EXT cab ?
i have a 2002. im still trying to figure out what to install with out changing the headers.
ps. i do NEED to pass emisions.

If you need to pass emissions then you can only alter the exhaust system after the catalytic converter or add smog legal headers.
Dual exhuast is not an option, nor would you want to put it on a 6 cylinder engine. Our 6s our anemic enough without further reducing the back pressure. Your best bet is changing the stock muffler out for an aftermarket one which won't be so restrictive.
