sorry to tell u this but It cant. the codes for the 99's and the 00's differ. you will have to sell it and buy one specifically for the 1999. and also, make sure u buy one that hasnt had the vin flashed in it. once the vin has been flashed once in it, it cant be reflashed. hope this helps
