I have a 99 Dakota R/T. I was thinking about installing a stall converter. I was told that the Mopar one is on backorder....... Where can I get a decent one(other than Mopar) for less that $500 ?

Actually gaarder...all torque convertors have a "stall speed". What you want is a "higher" stall speed convertor. This is usually accomplished by changing the vanes internally to the convertor and also the actual physical size of the convertor. Back in the '80s it was popular to alter an Opel convertor for drag racing use. I had an 8-3/4" diameter convertor behind a 455ci Pontiac motor where that stock convertor was about 13" in diamter. The better aftermarket convertors are reinforced internally to take the higher pressures.
