Here is what I copied from Speedtweaks site:
(I also have the diagram if anyone needs it)

The IAT (Intake Air Temperature) Adjuster is
an easy to use system that
allows you to adjust the IAT temperature
reading to the PCM. What is does
is trick the PCM into thinking that the intake air
temperature is actually
colder than what it really is. What this causes
is that the PCM richens up
the fuel mixture slightly and also advances the
timing a few degrees (2-3
degrees). The range of adjustment is from
14F - 190F and is based on an
old resistor trick that has been used for years
at the track. Racers would
swap out the resistors from under the hood to
get the correct temperature
setting for track conditions. The IAT Adjuster
allows you to do this from
inside your cab by turning a dial!

The PCM reacts to the intake air temperature
adjustments by advancing the
timing as much as 2 degrees (in certain
cases) as well as richening the air/fuel
mixture in open-loop mode and wide-open
throttle (WOT) conditions. The IAT
Adjuster does not work in Closed-Loop as the
O2 sensors will try to achieve
a 14.7:1 air/fuel ratio. In power terms, the
gains have been up to 10-12
RWHP.

The IAT Adjuster uses a switch that allows
you to use the factory IAT
sensor. With the switch in the OFF position
the PCM utilizes the
temperature values from the IAT sensor.
Switch it to the ON position and
you set the temperature from the dial.

We've had a lot of questions regarding the
IAT Adjuster working with
either a Mopar Performance PCM, Jet "Chip",
or Aftermarket Intake (Intense
Performance, Volant, K&N, etc.). Yes, it will
work just fine with the Mopar
Performance PCM and all of the aftermarket
intake systems. As for the Jet
"Chip", no...we found better performance with
the IAT Adjuster than with the
Jet.

Caution: Do not switch the box on and off
while the engine is running.
You can, in some cases, cause your MIL
(Check Engine) to come on and will
need to reset your PCM to clear this condition.

Tuning Tips:
* Set the box about 20-25 degrees colder
than the outside temp, with the
exception if it's 60 degrees or colder. Then,
set the box at either 65
degrees or turn it off. (Some have
experienced better performance with the
IAT Adjuster set at the actual outside
temp...when colder than 50
degrees...but this is only on certain vehicles.
* If you're experiencing worse performance
in the "Optimum Range" (noted
on the dial), try either a warmer or colder
setting
* No two identical vehicles will run the same
so there isn't an exact
setting for each and every vehicle. The IAT
Adjuster is a fine tuning tool
which will require some tuning for your
specific vehicle
* On the 2001+ models, we've noticed that
the PCM can trip a P0111 code
if the box is set too cold (65 degrees or
colder). While this only happens
on certain vehicles, the IAT Adjuster still does
work on the majority of
2001 vehices
Parts List (You can find them at Radio Shack):
1 - 50Kohm LINEAR Potentiometer
1 - 1Kohm 1/4w 2% Resistor (You can use a
5% resistor but it won't be as
accurate)
1 - DPDT "Micro" Switch
1 - Small Project Box
1 - Radio Tuner Dial (They come in Chrome,
Black, Red, etc.)
18' - 20ga. Wire (Black) - Cut into two 9'
sections
18' - 20ga. Wire (White) - Cut into two 9'
sections
9' - 1/4" Automotive Grade Plastic Conduit or
Harness Cover (must withstand
heat, oil, and fuel if you use the cover)

Why waste $$ on all the electrical. What I did was just move the senor from the intake to the cool air intake hose. That has to be 20-30deg. atleast.

Radio Shack does sell the right resistor, but it's in a bulk pack with a bunch of others. The one they sell is a 1% too, so it's also more accurate Look in the multiple packs (should be blue body).

Anybody with pics ?? Oh, and just for reference: It doesn't matter what the resistor tolerance is, just get the pack of ten and hook an ohmmeter up to each to find the one that comes the closest to the nominal value. You could go with the 20% and save a little $.

I have pics of mine. The location that is, I put it in my ashtray, with a little modification, and it's completely out of sight. Till you open the ashtray, then you can pull it out some and adjust if needed. The pics will show the faceplate also, but they're on my home puter, and I'm at work. I'll try and post later. It's just a blue/red sticker, with approx. temp values.

Sweet !! Just one thing, if you turn the dial till it stops, is it exactly on a number ?? Or does it go past the numbers when fully pinned ?? Just trying to figure out how to space the numbers. Oh, and is it just the pic, or does 180-190 appear three times ??

Also, does anybody have the info on how to wire it up to the stock harness ??

-I used my Auto X-Ray scanner to plot the numbers on
the adjuster decal. What reading the scanner showed
was marked on the decal and a new one was created
from that info. The decals original numbers were close!
-Yes those are multiple numbers 180-190. It's been
awhile since I built mine, but if I had to guess I think
when using the X-Ray scanner that the sensor max out.
Numbers didn't change in the 180-190 area.
-Here is what I have for wiring the IAT to the stock
harness:

Okay...if I build this setup for my Dakota 3.9 liter, how will I be able to tell when it is reading a certain temperature. I want to set it at whichever temperature is best.

Could I just wire the right value resistor into the sensor and be done with it?

Thanks
