Message: Did you reset the PCM? Resetting of the PCM causes the PCM to reset the IAC, otherwise, no idle. Also, hopefully, you didn't twist the pintle on the new IAC or you'll be back at the dealer to buy another one.

Message:
A new IAC solenoid normally comes with the plunger depressed. Once the initial start-up is performed, the IAC solenoid will extend the plunger to fit.
Remove the IAC and check to see if it's extended. If not, it may be bad.
