Subject: 12v Start, 3v Run???

I just put a carb and a New Old Stock electronic system on my 95 Dak. It is wired correctly with the dark blue power wire from the truck to the Orange Box and Ballast resistor. The problem I have is, why is it only getting 3.3v on the run side of the ballast resistor and 12v coming from the power source?
The only thing knocking the V down would be the resistor but that's suppose to only knock it down to 9v.
What gives?

I just tested the resistors, 1.7ohm reads 3.3v
1.5ohm reads 4.95v

According to the generally accepted OHM's LAW, it seems to be working correctly.

I just checked a Mopar book. It's suppose to be a 1.0 ohm resistor. I ordered a 1.0 ohm but got a 1.5 ohm :(
It still runs, just checking everything out.
