But state laws vary. In MA, it's illegal to modify the exhaust from factory, even something as innocent as going to duals. Noise louder than factory is illegal (though they don't explain how they measure or prosecute it).

Message: Yup i have to agree with Bob now. MA is a real pain in the butt. You can go to one place and pass fine, but go to the wrong one and they won't pass you because they think your exhaust is too loud. There is no set db level. They leave it up to the decresion mechanic's descresion. You just need to know the right people.
Alot of people talk about removing their cat on their trucks on this board, but i don't think that many really do. I've been threatening with the idea forever and still have my three cats. Probably never will remove them either.

Message: Wow.. thats a pretty stringent law. In NC its pretty slack, at least in the counties without the 4 gas analyzer/sniffer. Well with my dak (88)it came stock(3.9L) with 1 cat and a Secondary AIR pump. I am getting away with using two cats and getting rid of the parasitic pump. I guess that leaves me pretty lucky that and its perfectly legal and acceptable in my area to swap engines as long as its reported to the DMV and You're given a new VIN

Message: Here in TX, Houston area, if you have an obd2 motor, that's what they use, no codes for awhile, you pass.
My third cat was removed, and it passed fine.

Message: "My third cat was removed, and it passed fine." That's not the point - my 72 Dart which never had a catcon was capable of passing emissions for brand-new 1985 cars, the law was so lenient. The point is, 80 ppm of HC can be reduced to 2-10 ppm HC with a catcon. It's like getting 9 out of 10 cars off the road, as far as cleaning up the air. Helps asthmatics like my wife breathe easier; reduces cancer rates; reduces smog.
Besides which, it's a felony to remove, which means losing the right to vote and to carry weapons in many states. Is that worth it?

Message: It's not legal to remove it anywhere in the U.S. It's a violation of federal law, so it doesn't matter what state you live in. And it's still illegal to remove it even if it passes emissions without it.

Message: In PA on the OBD2 autos, they just hook it up, no codes and you are pretty much good to go. However there is the visual inspection part, which many don't really do that well...
IMO the third cat isn't the issue, it is the first two in the Y pipe that is the restriction.
